What does equity mean in disability?


 

Equity relates to fairness. It recognizes that some people are more disadvantaged than others in being able to access services and
facilities and therefore there is a responsibility to address this lack of equity.

HERE’S A BREAKDOWN OF HOW AISH, DTC, CDB, AND ADAP (WRITTEN OUT IN FULL) RELATE TO EACH OTHER:


Program Who It’s For Income Support Health Benefits Employment Support Works With
AISH People with severe disabilities who cannot work ✔️ ✔️ Alberta Supports
ADAP People with disabilities who can work ✔️ ✔️ ✔️  Alberta Supports
DTC Individuals with a marked restriction due to a disability or their supporting family members ✔️ (top-up) ✔️ Federal Income Tax Credit
CDB People with disabilities (federal scope) Up to $200 Must be approved for DTC prior to applying

Bottom Line:
IIf you have a disability you may qualify for the DTC.
Once approved for the DTC, you may qualify for the CDB.
AISH & ADAP will have one application form for both benefit programs.

AISH – Assured Income for Severely Handicapped

Purpose:

Provides financial and health benefits to Albertans with permanents and sever disabilities that limit their ability to earn a livelyhood.

Key Points:

• For individuals who cannot work due to a disability.

• Includes a monthly living allowance, health benefits, and supplemental supports.

• Income and asset-tested.

• Provincial program managed by Alberta government.

• Applicants must explore all other income options available to them prior to applying, this includes: DTC, CDB, WCB & CPPD.

CDB – Canada Disability Benefit (Started July 2025)

Purpose:

Designed to reduce poverty and support the financial security of people aged 18-64 with disabilities.

Key Points:

• Must be approved for DTC before applying.

• If approved, benefits will be split between the province with up to $200 in monthly benefits coming
from the federal government.

ADAP – Alberta Disability Assistance Program (Coming July 2026)

Purpose:

Supports Albertans with disabilities who can work, but need assistance while doing so (financially and medically).

Key Points:

• Created a a program similar to AISH for those with capacity to work.

• Offers financial, health and employment support.

• Income exemption of $350 per month.

• Participants may receive health benefits even if financial support is not available due to income levels.
