Equity relates to fairness. It recognizes that some people are more disadvantaged than others in being able to access services and
facilities and therefore there is a responsibility to address this lack of equity.

Here’s a clear breakdown of how AISH, the Canada Disability Benefit (CDB), and the Alberta Disability Assistance Program (ADAP) relate to each other:


🔹 AISH – Assured Income for the Severely Handicapped (Current Provincial Program)

Purpose:
Provides financial and health benefits to Albertans with a permanent medical condition that severely limits their ability to work.

Key Points:

  • For individuals who cannot work due to a disability.

  • Includes a monthly living allowance, health benefits, and supplemental supports.

  • Income and asset-tested.

  • Provincial program managed by Alberta government.


🔹 CDB – Canada Disability Benefit (Upcoming Federal Program)

Purpose:
Designed to reduce poverty and support the financial security of working-age persons with disabilities across Canada.

Key Points:

  • Still in development—details (like benefit amounts and delivery) are being finalized federally.

  • Will likely top up existing supports like AISH or ADAP.

  • Not meant to replace provincial disability income, but to complement it.

  • People on AISH or ADAP would be eligible to apply once implemented.


🔹 ADAP – Alberta Disability Assistance Program (Coming July 2026)

Purpose:
Supports Albertans with disabilities who can work, but need assistance while doing so (financially and medically).

Key Points:

  • Created as a parallel program to AISH for those with partial work capacity.

  • Offers financial, health, and personal supports while pursuing employment.

  • Higher earnings exemptions compared to AISH (to encourage work).

  • Participants will receive health benefits even if financial benefits stop due to employment income.

  • No maximum time limit for support.

Bottom Line:

  • If you’re on AISH, you may also qualify for CDB.

  • If you’re eligible for ADAP (starting July 2026), you’ll still receive CDB support on top.

  • CDB is federal, while AISH and ADAP are provincial—they work together, not in competition.
